Arthashastra
प्रकृतिभिर् उपक्रुष्टम् अपनयेत्, औपघातिके वा देशे निवेशयेत् इति ॥
॥ The king॥ should remove one who has agitated the populace, or ॥ he॥ should settle him in a perilous region.
