तैर् वरुण नाग कन्या वाक्य क्रिया सम्भाषणं च, कोप स्थानेषु मुखाद् अग्नि धूम उत्सर्गः ॥
holding conversation, as though, with women of Varuna (the god of water), or of Nága (the snake-god) when they are performing magical tricks in water; and sending out volumes of smoke from the mouth on occasions of anger.
english translation
tair varuNa nAga kanyA vAkya kriyA sambhASaNaM ca, kopa sthAneSu mukhAd agni dhUma utsargaH ॥
hk transliteration by Sanscriptतद् अस्य स्व विषये कार्तान्तिक नैमित्तिक मौहूर्तिक पौराणिक इक्षणिक गूढ पुरुषाः साचिव्य करास् तद् दर्शिनश् च प्रकाशयेयुः ॥
Astrologers, sooth-sayers, horologists, story-tellers, (Pauránika), as well as those who read the forebodings of every moment, together with spies and their disciples, inclusive of those who have witnessed the wonderful performances of the conqueror should give wide publicity to the power of the king to associate with gods throughout his territory.
english translation
tad asya sva viSaye kArtAntika naimittika mauhUrtika paurANika ikSaNika gUDha puruSAH sAcivya karAs tad darzinaz ca prakAzayeyuH ॥
hk transliteration by Sanscriptपरस्य विषये दैवत दर्शनं दिव्य कोश दण्ड उत्पत्तिं च अस्य ब्रूयुः ॥
In the enemy's territory, they should proclaim the appearance of deities before him and his miraculous acquisition of treasure and military power.
english translation
parasya viSaye daivata darzanaM divya koza daNDa utpattiM ca asya brUyuH ॥
hk transliteration by Sanscriptदैवत प्रश्न निमित्त वायस अङ्ग विद्या स्वप्न मृग पक्षि व्याहारेषु च अस्य विजयं ब्रूयुः, विपरीतम् अमित्रस्य ॥
Those who are well versed in horary and astrology and the science of omens should proclaim abroad that the conqueror is a successful expert in explaining the indications of dreams and in understanding the language of beasts and birds.
english translation
daivata prazna nimitta vAyasa aGga vidyA svapna mRga pakSi vyAhAreSu ca asya vijayaM brUyuH, viparItam amitrasya ॥
hk transliteration by Sanscriptसदुन्दुभिम् उल्कां च परस्य नक्षत्रे दर्शयेयुः ॥
They should not only attribute the contrary to his enemy, but also show to the enemy's people the shower of firebrand (ulká) with the noise of drums (from the sky) on the day of the birth-star of the enemy.

sadundubhim ulkAM ca parasya nakSatre darzayeyuH ॥
