परस्य मुख्यान् मित्रत्वेन उपदिशन्तो दूत व्यञ्जनाः स्वामि सत्कारं ब्रूयुः, स्व पक्ष बल आधानं पर पक्ष प्रतिघातं च ॥
The conqueror‟s chief messengers, pretending to be friendly towards the enemy, should highly speak of the conqueror's respectful treatment of visitors, of the strength of his army, and of the likelihood of impending destruction of his enemy's men.

तुल्य योग क्षेमम् अमात्यानाम् आयुधीयानां च कथयेयुः ॥
They should also make it known to the enemy that under their master, both ministers and soldiers are equally safe and happy.

तेषु व्यसन अभ्युदय अवेक्षणम् अपत्य पूजनं च प्रयुञ्जीत ॥
One should attend to their misfortunes and successes, while treating them with the same honor as one would one's own children.
