खात सोपान प्रणाली निश्रेण्य् अवस्कर भागैर् बहिर् बाधायां भोग निग्रहे च ॥
If a pit, steps, water-course, ladder, dung-hill, or, any other parts of a house offer or cause annoyance to outsiders, or in any way obstruct the enjoyment of others (bhoganigrahe cha),
english translation
khAta sopAna praNAlI nizreNy avaskara bhAgair bahir bAdhAyAM bhoga nigrahe ca ॥
hk transliteration by Sanscriptपर कुड्यम् उदकेन उपघ्नतो द्वादश पणो दण्डः, मूत्र पुरीष उपघाते द्वि गुणः ॥
or cause water to collect and thereby injure the wall of a neighbouring house, the owner shall be punished with a fine of 12 panas. If the annoyance is due to feces and urine, the fine shall be double the above.

para kuDyam udakena upaghnato dvAdaza paNo daNDaH, mUtra purISa upaghAte dvi guNaH ॥

The water-course or gutter shall offer free passage for water; otherwise the fine shall be 12 panas.

praNAlI mokSo varSati, anyathA dvAdaza paNo daNDaH ॥
hk transliteration by Sanscriptप्रतिषिद्धस्य च वसतः, निरस्यतश् च अवक्रयिणम् अन्यत्र पारुष्य स्तेय साहस संग्रहण मिथ्या भोगेभ्यः ॥
The same fine (12 panas) shall be meted out not only to a tenant who, though asked to evacuate, resides in the house, but also to the owner who forces out a renter who has paid his rent (from his house), unless the renter is involved in such acts as defamation, theft, robbery, abduction, or enjoyment with a false title.

pratiSiddhasya ca vasataH, nirasyataz ca avakrayiNam anyatra pAruSya steya sAhasa saMgrahaNa mithyA bhogebhyaH ॥

He who voluntarily evacuates a house shall pay the balance of the annual rent.
