वैदेश्यं सार्थं कृत सार फल्गु भाण्ड विचयनम् अभिज्ञानं मुद्रां च दत्त्वा प्रेषयेद् अध्यक्षस्य ॥
After carefully examining foreign commodities as to their superior or inferior quality and stamping them with his seal, he shall send the same to the superintendent of tolls.
english translation
वैदेहक व्यञ्जनो वा सार्थ प्रमाणं राज्ञः प्रेषयेत् ॥
Or he may send to the king a spy in the guise of a trader with information as to the quantity and quality of the merchandise.

तेन प्रदेशेन राजा शुल्क अध्यक्षस्य सार्थ प्रमाणम् उपदिशेत् सर्वज्ञ ख्यापन अर्थम् ॥
(Having received this information,) the king shall in turn send it to the superintendent of tolls in view of exhibiting the king's omniscient power.
english translation
ततः सार्थम् अध्यक्षो अभिगम्य ब्रूयात् "इदम् अमुष्याम् उष्य च सार भाण्डं फल्गु भाण्डं च, न निहूहितव्यम्, एष राज्ञः प्रभावः" इति ॥
The superintendent shall tell the merchants (in question) that such and such a merchant has brought such and such amount of superior or inferior merchandise, which none can possibly hide, and that that information is due to the omniscient power of the king.
english translation
निहूहतः फल्गु भाण्डं शुल्क अष्ट गुणो दण्डः, सार भाण्डं सर्व अपहारः ॥
or hiding inferior commodities, eight times the amount of toll shall be imposed; and for hiding or concealing superior commodities, they shall be wholly confiscated.
