शत्रु शुद्धायां यतः शत्रुः प्रधानः कार्यो वा ततः साम आदिभिः सिद्धिं लिप्सेत ॥
In order to separate his people from an enemy, he should employ conciliation and other strategic means to frustrate the attempt of those who are the enemy's principal agents or by whom the enemy's work is to be carried out.
english translation
zatru zuddhAyAM yataH zatruH pradhAnaH kAryo vA tataH sAma AdibhiH siddhiM lipseta ॥
hk transliteration by Sanscriptस्वामिन्य् आयत्ता प्रधान सिद्धिः, मन्त्रिष्व् आयत्ता आयत्त सिद्धिः, उभय आयत्ता प्रधान आयत्त सिद्धिः ॥
Success in securing the services of capable agents depends upon the king; success of efforts depends upon ministers; and success to be achieved through capable agents is, therefore, dependent both upon the king and his ministers.

svAminy AyattA pradhAna siddhiH, mantriSv AyattA Ayatta siddhiH, ubhaya AyattA pradhAna Ayatta siddhiH ॥

When, in spite of the combination of traitors and loyal persons, success is achieved, it is mixed success

when people are thus mixed, success is to be achieved through the agency of loyal persons;
