दूष्येभ्यः शत्रुभ्यश् च द्विविधा शुद्धा ॥

THERE are two kinds of innocent persons, those who have disassociated themselves from traitors and those who have kept themselves away from enemies.

दूष्य शुद्धायां पौरेषु जानपदेषु वा दण्ड वर्जान् उपायान् प्रयुञ्जीत ॥

In order to separate citizens and country-people from traitors, the king should employ all the strategic means, except coercion.

dUSya zuddhAyAM paureSu jAnapadeSu vA daNDa varjAn upAyAn prayuJjIta ॥

दण्डो हि महा जने क्षेप्तुम् अशक्यः ॥

It is very difficult to inflict punishment on an assembly of influential men;

daNDo hi mahA jane kSeptum azakyaH ॥

क्षिप्तो वा तं च अर्थं न कुर्यात्, अन्यं च अनर्थम् उत्पादयेत् ॥

and if inflicted at all, it may not produce the desired effect, but may give rise to undesirable consequences.

kSipto vA taM ca arthaM na kuryAt, anyaM ca anartham utpAdayet ॥

मुख्येषु त्व् एषां दाण्ड कर्मिकवच् चेष्टेत ॥

He may, however, take steps against the leaders of the seditious as shown in the chapter on "Awards of Punishments."
