तेषु प्रशान्तेषु न अन्यान् शक्नुयुर् उपजपितुम् उपजपितारः ॥

कृच्छ्र उपजापा हि बाह्यानाम् अभ्यन्तरास् तेषाम् इतरे वा ॥
Foreigners can hardly win over local persons by intrigue; nor can local men seduce foreigners.

महतश् च प्रयत्नस्य वधः परेषाम्, अर्थ अनुबन्धश् च आत्मन इति ॥
Foreigners will find their vast efforts after all unavailing, and only conducive, to the prosperity of the king (against whom they want to conspire).

अभ्यन्तरेषु प्रतिजपत्सु साम दाने प्रयुञ्जीत ॥
When local persons are abetting (with foreigners), the means to be employed to suppress them are conciliation (sáma) and gifts (dána).
