सत्त्रिणो मित्र व्यञ्जना वा ब्रूयुः "अयं वो राजा स्वयम् आदातु कामः, विगृहीताः स्थानेन राज्ञा, बुध्यध्वम्" इति ॥
Spies under the guise of friends may inform foreign conspirators: "Mind, this your king, with the desire of enriching himself, is naturally provoked against you all."
english translation
sattriNo mitra vyaJjanA vA brUyuH "ayaM vo rAjA svayam AdAtu kAmaH, vigRhItAH sthAnena rAjJA, budhyadhvam" iti ॥
hk transliteration by Sanscriptप्रतिजपितुर् वा दूत दण्डान् अनुप्रविष्टास् तीक्ष्णाः शस्त्र रस आदिभिर् एषां छिद्रेषु प्रहरेयुः ॥
Then fiery spies may mix with the servants and soldiers of the abettor (of foreign conspirators) and kill them with weapons, poison, and other means.

pratijapitur vA dUta daNDAn anupraviSTAs tIkSNAH zastra rasa Adibhir eSAM chidreSu prahareyuH ॥

Other spies may then expose or betray the abettor.

tataH sattriNaH pratijapitAram abhizaMseyuH ॥
hk transliteration by Sanscriptअभ्यन्तरान् अभ्यन्तरेषु उपजपत्सु यथा अर्हम् उपायं प्रयुञ्जीत ॥
When local men carry on an intrigue with local men, the king should employ necessary strategic means to put it down.

abhyantarAn abhyantareSu upajapatsu yathA arham upAyaM prayuJjIta ॥
hk transliteration by Sanscriptतुष्ट लिङ्गम् अतुष्टं विपरीतं वा साम प्रयुञ्जीत ॥
He may employ the policy of conciliation with regard to those who keep the appearance of contentment, or who are naturally discontented or otherwise.
