आहूय वा बाह्यान् घातयेयुः ॥

AhUya vA bAhyAn ghAtayeyuH ॥
hk transliteration by Sanscriptयत्र बाह्या बाह्यान् उपजपन्ति, अभ्यन्तरान् अभ्यन्तरा वा, तत्र एकान्त योग उपजपितुः सिद्धिर् विशेषवती ॥
Where foreigners carry on an intrigue with foreigners, or local men with local men, there the consequences of the intrigue, unanimously carried on with a set purpose, will be very serious.
english translation
yatra bAhyA bAhyAn upajapanti, abhyantarAn abhyantarA vA, tatra ekAnta yoga upajapituH siddhir vizeSavatI ॥
hk transliteration by Sanscriptदोष शुद्धौ हि दूष्या न विद्यन्ते ॥
When guilt is got rid of, there will be no guilty persons.
english translation
doSa zuddhau hi dUSyA na vidyante ॥
hk transliteration by Sanscriptदूष्य शुद्धौ हि दोषः पुनर् अन्यान् दूषयति ॥
but when a guilty person is got rid of, the guilt will contaminate others.

dUSya zuddhau hi doSaH punar anyAn dUSayati ॥
hk transliteration by Sanscriptतस्माद् बाह्येषु उपजपत्सु भेद दण्डौ प्रयुञ्जीत ॥
Hence, when foreigners carry on an intrigue, the king should employ the policy of dissension and coercion.
