राष्ट्र मुख्य अन्त पाल आटविक दण्ड उपनतानाम् अन्यतम कोपो बाह्य कोपः ॥
Whoever among these has strongly fortified himself should be caught hold of through the agency of a frontier king, or the chief of wild tribes, or a scion of his family, or an imprisoned prince.

तम् अन्योन्येन अवग्राहयेत् ॥
One should cause them to clash with one another.

अतिदुर्ग प्रतिष्टब्धं वा सामन्त आटविक तत् कुलीन अपरुद्धानाम् अन्यतमेन अवग्राहयेत् ॥
If he has entrenched himself in an exceptionally inaccessible fortress, he should be besieged and captured by employing either a neighboring ruler, a forest chieftain, a member of his own family, or an exiled prince.

मित्रेण उपग्राहयेद् वा यथा न अमित्रं गच्छेत् ॥
or he may be captured through the agency of a friend, so that he may not combine with an enemy.
