तं भूमि द्रव्याभ्याम् उपगृह्य अग्राह्यः प्रतिकुर्वीत ॥

Hence, a weak king should keep such a conqueror at a distance by offering him land and wealth.

तेषाम् अन्यतमम् उत्तिष्ठमानं संधिना मन्त्र युद्धेन कूट युद्धेन वा प्रतिव्यूहेत ॥

When any one of these is on the point of rising against a weak king, the latter should avert the invasion by making a treaty of peace, or by taking recourse to the battle of intrigue (mantrayuddha), or by a treacherous fight in the battle-field.

teSAm anyatamam uttiSThamAnaM saMdhinA mantra yuddhena kUTa yuddhena vA prativyUheta ॥

शत्रु पक्षम् अस्य साम दानाभ्याम्, स्व पक्षं भेद दण्डाभ्याम् ॥

He may seduce the enemy's men either by conciliation or by giving gifts, and should prevent the treacherous proceedings of his own men either by sowing the seeds of dissension among them or by punishing them.

zatru pakSam asya sAma dAnAbhyAm, sva pakSaM bheda daNDAbhyAm ॥

दुर्गं राष्ट्रं स्कन्ध आवारं वा अस्य गूढाः शस्त्र रस अग्निभिः साधयेयुः ॥

Spies, under concealment, may capture the enemy's fort, country, or camp with the aid of weapons, poison, or fire.
