अन्यं भजन्ति ये नित्यं तस्मिंस्ते लीनतां गताः ॥ तेनैव रुद्रं ते प्राप्ताः कालेन महता बुधाः ॥ १६ ॥
Those who worship others get dissolved in them. That is why they attain Rudra in due course, O learned ones.
english translation
रुद्रभक्तास्तु ये केचित्तत्क्षणं शिवतां गताः ॥ अन्यापेक्षा न वै तेषां श्रुतिरेषा सनातनी ॥ १७ ॥
Those who are Rudra’s devotees attain the state of Śiva in a trice. They need not depend on any one else. This is the eternal statement in the Vedas.

अज्ञानं विविधं ह्येतद्विज्ञानं विविधं न हि ॥ तत्प्रकारमहं वक्ष्ये शृणुतादरतो द्विजाः ॥ १८॥
O brahmins, ignorance is of various types. Perfect knowledge is not so. I shall explain their modes. Listen respectively.

ब्रह्मादि तृणपर्यंतं यत्किंचिद्दृश्यते त्विह ॥ तत्सर्वं शिव एवास्ति मिथ्या नानात्वकल्पना ॥ १९ ॥
Whatever is seen here beginning with Brahmā is Śiva himself. The concept of manifoldness is unreal.

सृष्टेः पूर्वं शिवः प्रोक्तः सृष्टेर्मध्ये शिवस्तथा॥ सृष्टेरन्ते शिवः प्रोक्तस्सर्वशून्ये तदा शिवः ॥ २०॥
Śiva is said to be before creation. Śiva is there in the midst of creation. Śiva is said to be at the end of creation. When everything is a void, Sadāśiva exists.
