Shiva Purana
लोकपालोंऽतर्हितात्मा कल्पादिः कमलेक्षणः ॥ वेदशास्त्रार्थतत्त्वज्ञोऽनियमो नियताश्रयः ॥ ३४ ॥
He is the lotus-eyed guardian of the worlds and the beginning of the Kalpa. He knows the truth of the meaning of the Vedas and scriptures and is irregular and has a constant recourse.

lokapAloM'tarhitAtmA kalpAdiH kamalekSaNaH ॥ vedazAstrArthatattvajJo'niyamo niyatAzrayaH ॥ 34 ॥
