Manusmriti
अदण्ड्यान् दण्डयन् राजा दण्ड्यांश्चैवाप्यदण्डयन् । अयशो महदाप्नोति नरकं चैव गच्छति ॥ १२८ ॥
A king who punishes those who do not deserve it, and punishes not those who deserve it, brings great infamy on himself and (after death) sinks into hell.
english translation
adaNDyAn daNDayan rAjA daNDyAMzcaivApyadaNDayan । ayazo mahadApnoti narakaM caiva gacchati ॥ 128 ॥
