शीतोष्णमिति, वीर्यं तु क्रियते येन या क्रिया। नावीर्यं कुरुते किञ्चित् सर्वा वीर्यकृता क्रिया ॥६५॥
In fact, veerya (potency) is that which is responsible for each and every action. The substance can exert no action in absence of veerya and as such (it is concluded that) all actions are exerted due to veerya.
