Arthashastra
एक देश पीडनो व्याधिः शक्य प्रतीकारश् च, सर्व देश पीडनं दुर्भिक्षं प्राणिनाम् अजीवनाय इति ॥
pestilence devastates only a part (of the country) and can be remedied, whereas famine causes troubles to the whole (of the country) and occasions dearth of livelihood to all creatures.
english translation
eka deza pIDano vyAdhiH zakya pratIkAraz ca, sarva deza pIDanaM durbhikSaM prANinAm ajIvanAya iti ॥
