देश विहारः कर्म श्रमम् अवधा अर्थम् अल्पं भक्षयति भक्षयित्वा च भूयः कर्मसु योगं गच्छति, राज विहारस् तु स्वयं वल्लभैश् च स्वयं ग्राह प्रणय पण्य अगार कार्य उपग्रहैः पीडयति इति ॥
a sportive country, taking to sports for relaxation from labour, causes only a trifling loss; and after enjoyment, it resumes work, whereas a sportive king causes oppression by showing indulgence to his courtiers, by seizing and begging, and by obstructing work in the manufactories.
