"अर्थ दूषण दण्ड पारुष्ययोर् अर्थ दूषणं गरीयः" इति पाराशराः ॥
The School of Parásara say that of abuse of money and oppressive punishment, abuse of money is worse;
english translation
"artha dUSaNa daNDa pAruSyayor artha dUSaNaM garIyaH" iti pArAzarAH ॥
