संख्यात अर्थेषु कर्मसु नियुक्ता ये यथा आदिष्टम् अर्थं सविशेषं वा कुर्युस् तान् अमात्यान् कुर्वीत, दृष्ट गुणत्वात्" इति ॥

He shall appoint as ministers those who, when employed as financial matters, show as much as, or more than, the fixed revenue, and are thus of tried ability.”
