Arthashastra
चरित्रम् अकृतं धर्म्यं कृतं च अन्यैः प्रवर्तयेत् । प्रवर्तयेन् न च अधर्म्यं कृतं च अन्यैर् निवर्तयेत् ॥
He should initiate the observance of all those customs, which, though righteous and practised by others, are not observed in his own country, and give no room for the practice of whatever is unrighteous, though observed by others.
english translation
caritram akRtaM dharmyaM kRtaM ca anyaiH pravartayet । pravartayen na ca adharmyaM kRtaM ca anyair nivartayet ॥
