दुर्भिक्ष स्तेन अटव्य् उपघातेषु च पौर जानपदान् उत्साहयन्तः सत्त्रिणो ब्रूयुः "राजानम् अनुग्रहं याचामहे निरनुग्रहाः परत्र गच्छामः" इति ॥
When the people of the enemy are suffering from famine and the oppression of thieves and wild tribes, the conqueror's spies should sow the seeds of dissension among them, saying: "Let us request the king for favour and go elsewhere if not favoured."
english translation
durbhikSa stena aTavy upaghAteSu ca paura jAnapadAn utsAhayantaH sattriNo brUyuH "rAjAnam anugrahaM yAcAmahe niranugrahAH paratra gacchAmaH" iti ॥
