तस्यां पूर्वां पूर्वां प्रकृतीनाम् अनर्थ संशयान् मोक्षयितुं यतेत ॥
In this, he should attempt to ward off the doubts of harm against each of the elements of his sovereignty in order;

tasyAM pUrvAM pUrvAM prakRtInAm anartha saMzayAn mokSayituM yateta ॥
hk transliteration by Sanscriptश्रेयो हि मित्रम् अनर्थ संशये तिष्ठन् न दण्डः, दण्डो वा न कोश इति ॥
for it is better to leave a friend under circumstances of doubtful harm, than the army; also the army may be left under circumstances of doubtful harm, but not the treasury.
english translation
zreyo hi mitram anartha saMzaye tiSThan na daNDaH, daNDo vA na koza iti ॥
hk transliteration by Sanscriptसमग्र मोक्षण अभावे प्रकृतीनाम् अवयवान् मोक्षयितुं यतेत ॥
When all the elements of his sovereignty cannot be relieved from harm, he should attempt to relieve some of them at least.

samagra mokSaNa abhAve prakRtInAm avayavAn mokSayituM yateta ॥
hk transliteration by Sanscriptतत्र पुरुष प्रकृतीनां बहुलम् अनुरक्तं वा तीक्ष्ण लुब्ध वर्जम्, द्रव्य प्रकृतीनां सारं महा उपकारं वा ॥
Among the elements, he should attempt to relieve first those animate elements which are most loyal, and free from firebrands and greedy men; of inanimate elements (he should relieve) that which is most precious and useful.
english translation
tatra puruSa prakRtInAM bahulam anuraktaM vA tIkSNa lubdha varjam, dravya prakRtInAM sAraM mahA upakAraM vA ॥
hk transliteration by Sanscriptसंधिना आसनेन द्वैधी भावेन वा लघूनि, विपर्ययैर् गुरूणि ॥
Such elements as are capable of easy relief may be relieved by such means as an agreement of peace, observance of neutrality, and making peace with one and waging war with another.
english translation
saMdhinA Asanena dvaidhI bhAvena vA laghUni, viparyayair gurUNi ॥
