यत्र बाह्या अभ्यन्तर अनुपजपन्ति, अभ्यन्तरा वा बाह्यान्, तत्र उभय योगे प्रतिजपतः सिद्धिर् विशेषवती ॥
Where foreigners carry on an intrigue with local men or local men with foreigners, there the consequence of the intrigue carried on by the combination of local and foreign persons will be very serious.
english translation
yatra bAhyA abhyantara anupajapanti, abhyantarA vA bAhyAn, tatra ubhaya yoge pratijapataH siddhir vizeSavatI ॥
