मन्त्र्य् आदि वर्जानाम् अन्तर् अमात्यानाम् अन्यतम कोपो अन्तर् अमात्य कोपः ॥
The provocation of the chief of a district (ráshramukhya), the officer in charge of the boundary, the chief of wild tribes, and a conquered king is what is termed external trouble.
