Shiva Purana
पारदारिकचौराणामन्यायव्यवहारिणाम् ॥ नृपतिश्शासकः प्रोक्तः प्रच्छन्नानां स धर्म्मराट् ॥ ५६ ॥
The king is the chastiser for outragers of others’ wives and thieves and unjust persons. But for those who are hidden Yama is the chastiser.
english translation
pAradArikacaurANAmanyAyavyavahAriNAm ॥ nRpatizzAsakaH proktaH pracchannAnAM sa dharmmarAT ॥ 56 ॥
