At other times, when not in the state of yoga the seer is identified with the modification(Vrittis) of Chitta( mind stuff).

english translation

दूसरे समय में अर्थात् जब चित्त वृत्ति का निरोध न हुआ तब द्रष्टा (पुरुष या आत्मा)का वृत्ति के अनुसार स्वरूप होता है ।
