प्रणम्य शिरसा विष्णुं त्रैलोक्याधिपतिं प्रभुम्। नाना शास्त्रोद्धृतं वक्ष्ये राजनीति समुच्चयम्॥१॥
Praying Lord Vishnu, the almighty who maintains all the three worlds, I take the basis of many scriptures and call this sutra the principles of ethics for a state.

सर्वशक्तिमान तीनो लोको के पालन करता भगवान विष्णु को प्रणाम करते हुए, अनेक शास्त्रों का आधार ले कर मैं यह सूत्र एक राज्य के लिए नीतिशास्त्र के सिद्धांतों को कहता हूँ।

अधीत्येदं यथाशास्त्रं नरो जानाति सत्तमः। धर्मोपदेशविश्यातं कार्याऽकार्याशुभाशुभम्॥२॥
The person who acquires knowledge by practicing the sutras of the scriptures will attain the principles of very glorious duties. He will know which things should be followed and which should not be followed. He will know what is good and bad and will also get the best knowledge.

जो व्यक्ति शास्त्रों के सूत्रों का अभ्यास करके ज्ञान ग्रहण करेगा उसे अत्यंत वैभवशाली कर्तव्यो के सिद्धांत प्राप्त होंगे। उसे ज्ञान होगा कि किन बातो का अनुसरण करना चाहिए और किनका नहीं करना चाहिए। उसे बुरे - भले का ज्ञान होगा और उसे सर्वोत्तम ज्ञान भी प्राप्त होगा।

तदहं सम्प्रवक्ष्यामि लोकानां हितकाम्यया। येन विज्ञान मात्रेण सर्वज्ञत्वं प्रपद्यते॥३॥

Even a learned man becomes unhappy - if he preaches to a fool, if he follows a wicked wife or maintains very close relations with an unhappy person.

एक विद्वान व्यक्ति भी दुखी हो जाता है - यदि वह किसी मूर्ख को उपदेश देता है, यदि वह एक दुष्ट पत्नी का पालन करता है या किसी दुखी व्यक्ति के साथ अत्यंत घनिष्ठ सम्बन्ध बना कर रखता है।

दुष्टा भार्या शठं मित्रं भृत्यश्चोत्तरदायकः। ससर्पे गृहे वासो मृत्युरेव न संशयः॥५॥
To live with an evil wife, a false friend, a rogue servant or a snake is tantamount to death.
